CAAT Approves Drone Operations for Relief Efforts in Southern Flood Zones

Bangkok: The Civil Aviation Authority of Thailand (CAAT) has announced new regulations permitting the use of drones in disaster relief efforts in flood-stricken southern regions. This measure, effective from November 25, 2025, aims to bolster the capacity of government agencies engaged in search, rescue, and humanitarian assistance operations amidst the ongoing flooding crisis.

According to Thai News Agency, the announcement titled ‘Permitting the Control or Launch of Unmanned Aircraft, Type of Remotely Piloted Aircraft, for Disaster Relief Operations in Southern Flood-Affected Areas, B.E. 2568,’ grants permission for drones to operate in designated flood zones. This includes operation in strictly restricted, restricted, and hazardous areas, as identified by government authorities. The directive seeks to support disaster prevention and mitigation efforts by allowing local agencies to maintain operational continuity during emergencies.

Nighttime drone flights are now permissible under specific conditions. Unmanned aerial vehicles must be outfitted with lights to clearly mark their position and trajectory. Additionally, coordination with ground operations, rescue units, or other relevant agencies is required to prevent interference with public rescue missions and ensure the safety of government and emergency aircraft.

For operations within 9 kilometers (5 nautical miles) of designated airports in disaster areas, drone operators must request and obtain permission from the respective airport authorities prior to each flight. Furthermore, those licensed under this framework must report their flight operation details to the CAAT via email within 30 days following the cessation of the flood situation, to facilitate oversight of civil aviation safety and security.

The CAAT emphasized that the directive is designed to enhance the effectiveness of government-led humanitarian missions during emergencies while upholding stringent aviation safety standards to ensure swift and secure relief efforts for regions impacted by flooding.
