Bangkok: The Consumer Protection Committee has proposed the "BEER" model following a fire at the Na Lat Phrao Brewery, urging for the upgrade of regulations governing entertainment venues. The committee emphasized the necessity for seven urgent measures, which include building inspections, fire exit evaluations, law reviews, zoning regulation, prosecution of offenders, and the development of an emergency medical system to prevent future occurrences.
According to Thai News Agency, Mr. Kantapong Prayursak, Bangkok MP from the People's Party and the third Vice Chairman of the Consumer Protection Committee, along with his team, revealed the outcomes of their investigation into the fire incident at the Na Lat Phrao brewery. They introduced the "BEER" model as a framework to enhance the regulation of entertainment venues and similar establishments, aiming to elevate safety standards and avert similar incidents in the future.
Mr. Kantapong elaborated on the "BEER" model, which stands for Bureau, Enlist, Ensure, and Reliability. The "B" represents Bureau, emphasizing that all government agencies and officials must perform their duties with transparency, integrity, and accountability. The "E" for Enlist focuses on creating a comprehensive and updated database of establishments to improve regulatory efficiency. Currently, only a few of the 147 establishments permitted to operate beyond 2:00 AM are located in clearly defined zones, highlighting the need for a complete register. The second "E" denotes Ensure, requiring establishments to have a comprehensive insurance system covering the lives and property of users. Finally, "R" symbolizes Reliability, aiming to build trust through cooperation among the government, businesses, and the public in legal compliance and monitoring.
Mr. Wuttakorn Nutayakun, MP for Nonthaburi from the People's Party and a fellow committee member, expressed condolences to the families of the deceased and offered support to those injured and affected by the incident. He urged relevant agencies to take immediate action, including providing medical care and fair compensation to victims, conducting thorough investigations, enforcing legal actions for any violations, reviewing safety laws and regulations, and ensuring compliance with building and zoning regulations. He also highlighted the importance of developing an emergency medical system to provide prompt assistance during emergencies.
The Committee on Consumer Protection views this incident as a crucial lesson underscoring the need for enhanced safety measures, stricter law enforcement, and robust consumer protection to build public confidence and prevent future tragedies.
