Bangkok: The Department of Provincial Administration has responded to the Cabinet's resolution on the "National Disaster Fund" by urgently ordering registration offices nationwide to survey households "without house numbers" in order to pave the way for receiving disaster assistance and insurance. Mr. Narucha Khosasilai, the Director-General of the Department of Provincial Administration, revealed the details of this initiative.
According to Thai News Agency, following the Cabinet meeting on September 1, 2026, Songkhla Province has established a Disaster Relief Fund (National Disaster Insurance System) to streamline the compensation payment system. This system aims to ensure citizens receive prompt relief, rehabilitation, and home repairs, while maximizing budget utilization. An urgent letter has been sent to all provincial registrars, urging them to expedite the survey and collection of residential and personal data in areas without house numbers, to support the operations of the Disaster Relief Fund.
The Department has instructed district and local registration offices to expedite data collection through the household survey system for disaster insurance applications, focusing on two types of areas: houses without legal house numbers but with permanent residents, and residences not yet recognized as houses according to civil registration law but permanently occupied. Data is collected according to guidelines prescribed by the Central Registry Office to create an effective database.
For implementation, district chiefs, local government administrators within municipalities, and the Mayor of Pattaya will consider holding meetings with the Village or Community Committees to review and verify information at the village and community levels. This information will be used to develop plans consistent with local conditions and residents' needs.
The Department has set a timeline from September 1 to 15, 2026, for the survey and data collection, with continuous progress reporting. District and local registrars are tasked with ensuring the accuracy and completeness of field surveys by September 15, 2026, and submitting data to the Integrated District Administration Committee for district development plans. The Provincial Registrar is responsible for overseeing project implementation to meet deadlines and for submitting information to the Provincial Integrated Administration Committee for provincial development planning.
The Director-General emphasized that this accelerated survey of households without house numbers is a crucial mission to "leave no one behind," ensuring all groups, especially those without house numbers, have accurate and current information in the registration system. This effort ensures quick, targeted, and comprehensive disaster assistance, relief, rehabilitation, and housing repairs, supporting effective planning and management by administrative authorities at all levels. The importance of timely implementation was stressed, ensuring comprehensive care for all citizens.
