Rayong: Five government agencies have joined forces by signing a Memorandum of Understanding (MOU) to develop a pilot model for clean energy and infrastructure towards a low-carbon industry in Rayong province. The Industrial Estate Authority of Thailand (IEAT) is collaborating with PTT Public Company Limited, the Department of Climate Change and Environment (DCNE), the Department of Natural Resources and Petroleum (DNR), and the Energy Policy and Planning Office (EPPO).
According to Thai News Agency, Mr. Sumet Tangprasert, Governor of the Industrial Estate Authority of Thailand (IEAT), revealed after signing the MOU that this collaboration stems from the shared intention of all five organizations to drive the country's economy while protecting the environment. It aims to support Thailand's net-zero greenhouse gas emission target and the United Nations' Sustainable Development Goals (SDGs), while also enhancing the country's competitiveness and the quality of life for its citizens.
The target area for the project under this Memorandum of Understanding will cover six key industrial areas in Rayong Province, namely: Map Ta Phut Industrial Estate, Asia Industrial Estate, Pha Daeng Industrial Estate, RIL Industrial Estate, WHA Eastern Industrial Estate (Map Ta Phut), and Map Ta Phut Industrial Port.
Regarding the key aspects and scope of cooperation under this Memorandum of Understanding, there are three main areas of cooperation: Firstly, joint study and development of pilot models. All five organizations will jointly study and consider approaches to developing projects and pilot models to create readiness in clean energy and infrastructure for low-carbon industries. The conditions and budgetary support will be in accordance with the scope of work of each organization.
Supporting operations and deregulation, the five agencies will jointly support the project's operations according to their respective missions, such as considering and promoting relevant laws or regulations to ensure their appropriate enforcement in the current situation. They will also consider government support measures and the exchange of academic and technical information. All five agencies are willing to support and share relevant information, academic data, technical data, and approaches to managing green economy models to further knowledge and create benefits from domestic and international cooperation networks. This Memorandum of Understanding (MOU) outlines a cooperation period of two years from the date of signing.
