Shanghai: The Prime Minister attended the World Artificial Intelligence Conference, where he proposed three principles of AI governance: protecting people, unlocking potential, and building shared prosperity, to ensure no one is left behind.
According to Thai News Agency, Mr. Anutin Charnvirakul, the Prime Minister and Minister of Interior, delivered a statement at the opening ceremony of the 2026 World Artificial Intelligence Conference held at the Shanghai World Reception Hall. The event, themed 'AI Partnership for a Brighter Future,' was attended by Mr. Xi Jinping, President of the People's Republic of China, and leaders and representatives from various countries, international organizations, business sectors, and academia.
The Prime Minister highlighted the technological transformation brought by AI, impacting every aspect of life. He emphasized the importance of international cooperation in defining responsible AI development rules. He appreciated China's initiative in organizing international AI governance conferences and establishing the World Artificial Intelligence Cooperation Organization (WAICO). The initiative aims to create an open and inclusive multilateral system for an AI future that includes everyone.
He proposed AI governance based on three principles: protection, unlocking potential, and creating shared prosperity. For protection, AI should serve humanity, protect human rights, and address risks like bias, hate speech, and misuse. The Prime Minister cited UNESCO's Recommendation on the Ethics of Artificial Intelligence as a foundation for practical protections, including using AI to combat transnational crime and human trafficking. He welcomed China's interest in AI governance cooperation, emphasizing functional mechanisms over mere rule-setting.
Regarding unlocking potential, the Prime Minister stressed that AI governance should not hinder development. It requires trustworthy institutions, skilled personnel, digital infrastructure, and predictable regulations to foster innovation and public confidence.
For building shared prosperity, AI should drive Sustainable Development Goals, improve education, health, and government services, and create opportunities for small businesses. Developing countries should co-build AI's future, not just use technology developed elsewhere. Thailand is ready to participate through the AI Governance Practice Center, a sandbox for applying international AI governance principles.
The Prime Minister concluded by stating that the choice today is to build 'trusted progress,' ensuring AI becomes a platform for global cooperation rather than geopolitical competition, promoting responsible innovation for a safe and prosperous future.
