The statement accused Hun Sen of distorting facts and playing the victim, while emphasizing Thailand's commitment to the ceasefire agreement and calling for a sincere resolution of the conflict.
According to Thai News Agency, Mr. Mongkol Surasatcha, President of the Thai Senate, issued a statement on August 28, 2026, in both Thai and English, countering allegations made by Mr. Hun Sen, President of the Cambodian Senate, during the 2nd International Congress of Leaders (ISC-2) in Phnom Penh on August 27-28, 2026. The statement, delivered on behalf of the Senate, clarified that a special committee had been established to study the advantages and disadvantages of revoking the 2000 and 2001 Memorandums of Understanding (MOUs) to resolve the Thai-Cambodian border issue. Findings from this committee were submitted to the government on May 18, 2026, with Senate approval. Additionally, an advisory committee on foreign affairs has been appointed to continuously monitor the Thai-Cambodian situation.
The Thai Senate President categorically rejected the accusations made by the Cambodian Senate President at the ISC-2 in Phnom Penh, describing it as ironic for a country initiating an attack to then demand respect for territorial sovereignty and peaceful dispute resolution. He emphasized that Thailand does not desire conflict with its neighbors and highlighted Thailand's adherence to the Joint Statement of the 3rd Special Session of the Thai-Cambodian General Border Committee (GBC) on December 27, 2025, which led to a ceasefire that remains effective. The statement accused Cambodia of using the international stage to spread unfounded accusations and false information, undermining mutual trust and confidence.
Thailand has strictly adhered to the joint statement, maintaining troop deployments and refraining from provocative actions while awaiting the border demarcation process. It has called for both countries to avoid disseminating false information and to de-escalate tensions. Emphasizing the importance of resolving issues through mutually agreed-upon mechanisms in accordance with existing agreements and international law, Thailand urged that conflicts should not be escalated into international issues or exploited for political gain. The Thai Senate President stressed the need for mutual trust, tolerance, and sincerity from both sides to foster a conducive atmosphere and advance relations, including addressing common challenges such as online fraud and unexploded ordnance disposal.
Reporters noted that during the meeting, the Cambodian Senate President accused Thailand of firing on Cambodia and causing the displacement of many Cambodians.
