Thailand Moves Forward with Second Series of Sustainability Bonds

Bangkok: The Public Debt Management Office (PDMO) is preparing to issue its second series of sustainability bonds. The preliminary survey will be held on September 10, and the issuance date is September 17.

According to Thai News Agency, Ms. Jindarat Viriyathaveekul, Director of the Public Debt Management Office (PDMO), revealed that the PDMO is holding a public relations campaign for the Thai government's second Sustainability-Linked Bond (SLB). The campaign aims to disseminate information and build understanding about the SLB, its terms and conditions, and the guidelines and criteria for measuring, evaluating, and reporting on sustainability goals to domestic investors by August 31, 2026. A follow-up promotional trip to international investors is scheduled for September 1-4, 2026, in the Hong Kong Special Administrative Region of the People's Republic of China and the Republic of Singapore.

This second issuance of sustainability bonds builds upon the first issuance by the Thai government and reflects Thailand's commitment to using the bond market as a mechanism to drive sustainability goals. It focuses on two main dimensions: climate change and nature conservation, aligning with the country's environmental direction and goals, as well as international obligations.

A key characteristic of sustainability bonds is that their interest rate adjustments are linked to the achievement of sustainability goals (SPTs). If the set goals are met, the bond's interest rate decreases; conversely, if the goals are not met, the interest rate increases. In this issuance, the Public Debt Management Office (PDMO) plans to issue 15-year SLB425A government bonds worth approximately 15-30 billion baht. Four underwriters will be involved: Bangkok Bank Public Company Limited, Bank of Ayutthaya Public Company Limited, Siam Commercial Bank Public Company Limited, and Standard Chartered Bank (Thailand) Public Company Limited. This aims to support the development of the Thai bond market, increase market liquidity, and provide an investment option for those interested in sustainability-linked debt instruments.

The issuance of the second series of sustainability bonds marks another significant step in the development of the Thai bond market. It links the capital market with climate change adaptation and nature conservation goals, promoting the role and participation of the financial and capital sectors in supporting Thailand's path towards sustainable development. The Public Debt Management Office (PDMO) is scheduled to conduct the book building process on September 10, 2026, and the issuance date is set for September 17, 2026.
