Bangkok: The Cabinet announced its approval of the outcomes of the ASEAN-Russia meeting, focusing on strengthening cooperation in energy, culture, security, and economy. Ms. Lalida Periswiwatana, Deputy Spokesperson for the Prime Minister's Office, disclosed that the Cabinet approved four draft outcome documents of the Special ASEAN-Russia Summit. ASEAN leaders are set to endorse these documents at the upcoming meeting in Kazan, Russian Federation, on June 18, 2026, furthering the long-term strategic partnership between ASEAN and Russia.
According to Thai News Agency, the four documents include the draft Kazan Declaration 2026 'ASEAN-Russia: Unity in Diversity - 35 Years Together,' which reaffirms the shared commitment to promoting peace, security, stability, and cooperation on issues such as maritime security, biosecurity, combating transnational crime, trade, investment, and energy. Additionally, the draft ASEAN-Russia Joint Statement on Energy Cooperation aims to bolster energy security, tackle energy crises, and develop clean and renewable energy, hydrogen, low-carbon technologies, and regional energy infrastructure.
The agreement also includes a draft ASEAN-Russia Joint Statement on Cultural Cooperation to promote cultural diversity, preserve cultural heritage, and foster exchanges in arts, literature, and music. It aims to develop creative industries and support cultural entrepreneurs and startups. Lastly, a draft comprehensive action plan outlines the ASEAN-Russian Federation Strategic Partnership 2026-2030, focusing on political and security, economic, and socio-cultural cooperation, covering crucial issues like counter-terrorism, trade, energy and food security, climate change, and smart city development.
Ms. Lalida noted that the four draft documents do not impose legal obligations under international law and are not classified as treaties according to Article 178 of the Constitution of the Kingdom of Thailand. However, they will serve as significant mechanisms for enhancing ASEAN-Russia relations and cooperation in energy, culture, science, technology, and sustainable development. This initiative aims to increase economic opportunities, foster people-to-people connections, and elevate Thailand's role in regional and international cooperation forums.
