Bangkok: The National Security Council is initiating steps to amend the law governing "firearms replicas" and to support a review of the reduction of the death penalty. Mr. Peerapan Salirathavipak, leader of the Ruam Thai Sang Chart Party, announced that the party is preparing to propose two new draft laws targeting legal loopholes that impact society, specifically focusing on gun control and the enforcement of the death penalty.
According to Thai News Agency, Mr. Peerapan disclosed that he is in the process of drafting both laws. The first draft involves an amendment to the Firearms Act, which is nearing completion. Mr. Chatchawal Kongudom, a Member of Parliament from the party-list system, is set to submit the draft to Parliament. This legislation aims to enhance the responsibilities of firearm owners and establish stricter measures for controlling, regulating, and supervising the possession and use of firearms.
Mr. Peerapan highlighted a significant loophole concerning "imitation firearms," particularly BB guns that closely resemble real firearms and may be modified. Current laws lack clear measures regarding their possession, carrying, and liability for modifications. The proposed legislation seeks to rectify these gaps by defining responsibilities for licensed firearm possessors and revising licensing criteria to ensure better regulation and enforcement.
The second draft law addresses issues related to the enforcement of the death penalty. Mr. Peerapan expressed concerns over the current process for reducing sentences for death row prisoners, which requires them to serve a period of imprisonment before sentence reduction can be considered. He advocates for a review of this approach in line with the final judgment.
The amendments to the death penalty laws are still under study, as they involve coordination among multiple agencies, including the courts and the Department of Corrections. A comprehensive collection of opinions from all stakeholders is necessary before moving forward.
Mr. Peerapan reiterated the Ruam Thai Sang Chart Party's commitment to addressing these issues, stating, "We do what needs to be done, not for praise or out of fear of criticism." He affirmed the party's dedication to working for the nation and its people.
