Bangkok: Farmers are hopeful that the upcoming National Rice Policy Committee meeting will approve three crucial measures aimed at reducing their operational costs. The president of the Farmers' Association is gearing up to participate in the meeting scheduled for June 11, with expectations that the proposals-including payments of outstanding subsidies, additional financial support to mitigate losses, and assistance with fertilizer costs-will receive the green light. Despite uncertainty surrounding the approval of these proposals, there is optimism that the government will comprehend the challenges faced by farmers.
According to Thai News Agency, Mr. Pramote Charoensilp, President of the Thai Rice Farmers and Agriculturists Association, disclosed that the key proposals being presented to the National Rice Policy and Management Committee (NRPMC) involve expediting the payment of 1,000 baht per rai in outstanding assistance to approximately 230,000 farmers, totaling around 1,792 million baht from the 2025/2026 main rice crop season. Additionally, the proposals include providing aid to farmers who incurred losses from the previous off-season rice cultivation, at a rate of 2,000 baht per rai, with a maximum limit of 20 rai per household, and distributing fertilizer discount coupons valued at 200 baht each, capped at 20 coupons per household.
Farmers across the nation are eagerly awaiting the outcome of this National Rice Policy Committee meeting. In the last production season, many farmers faced significant financial setbacks due to escalating production costs, such as those for fertilizer and fuel, while the market prices for rice failed to cover these costs adequately.
Mr. Pramote emphasized the necessity for the government to address long-term structural issues within the rice production sector, particularly focusing on the development of quality rice seeds. Presently, there is a shortage of certified rice seeds from the Department of Rice, compelling some farmers to resort to high-yielding varieties from neighboring countries, which unfortunately command low prices and are not suitable for export. He urged the government to invest more in this critical area.
Enhancing research and development efforts for rice seeds is imperative to produce high-yielding, high-quality, short-duration varieties that align with market demands. Developing new rice varieties is considered essential for boosting yield per acre and improving farmers' income over the long term. Furthermore, accelerating the development of water resources and management systems is crucial, especially given the prevalent water scarcity issues affecting many farmers outside irrigated zones. The promotion of solar energy use for water pumping systems is also recommended to cut down on energy costs and ensure water security in agriculture, particularly in light of potential El Ni±o events impacting future yields.
Mr. Pramote concluded that if the government can ensure the supply of quality seeds, along with the development of water resources and effective management of production costs, especially concerning fertilizers and energy, it will significantly aid farmers in reducing expenses, enhancing yield per acre, and securing more stable incomes, reducing reliance on short-term assistance measures.
