Bangkok: The government has provided a detailed clarification on the eligibility criteria for hormone therapy aimed at gender confirmation, specifying that individuals under the age of 18 with low hormone levels are ineligible for the treatment. The therapy is not classified as a cosmetic procedure and has a structured reimbursement system. Eligible candidates must be at least 18 years old, transgender or gender-diverse Thai nationals, and must obtain a diagnosis from a specialist physician.
According to Thai News Agency, concerns have been raised regarding the provision of hormone therapy for gender confirmation, especially the use of puberty blockers in minors. Ms. Ploytale Laksmisangchan, Deputy Spokesperson for the Prime Minister's Office, addressed these issues by stating that the National Health Security Office (NHSO) operates under well-defined protocols. The services target transgender and gender-diverse individuals of Thai nationality who have a medical need for gender identity verification and have undergone a thorough health assessment by a medical professional.
Ms. Ploytalee emphasized that the service is a medical necessity for those who require it, not a distribution of medication, cosmetic service, or unregulated access for children or youth. The current reimbursement system covers individuals aged 18 and above. She confirmed that reimbursement data showed no claims from individuals under 18 years old, as they do not meet the eligibility requirements.
Under the NHSO, transgender individuals can receive hormone replacement therapy in pill or injectable forms. A physician will recommend the most suitable method based on factors such as age, pre-existing health conditions, and the results of physical examinations to ensure safe and effective treatment. This benefit includes comprehensive care beyond just medication. Ms. Ploytalee added that incorporating hormone replacement therapy for gender confirmation into the NHSO system is a standard procedure aimed at enhancing benefits, rather than a hastily implemented measure.
